China 301 List 4 Published by USTR in Today’s Federal Register (From our friends at Meeks, Sheppard Leo and Pillsbury)

USTR has published the notice regarding China List 4 including the proposed HTS provisions that would be subject to the 25% duty rate. See the annex to 84 FR 22564 at

The following are the procedural steps before the final rule becomes effective:

June 10, 2019: Due date for filing requests to appear and a summary of expected testimony at the public hearing.
June 17, 2019: Due date for submission of written comments.

June 17, 2019: Public hearing 9:30 am at the ITC

Seven days after the last day of the public hearing: Due date for submission of post-hearing rebuttal comments.

Based on the List 3 notice and comment timeframes, the effective date for the List 4 additional duties is likely in mid to late July although earlier in July is possible.  This notice provides no specific information on the expected exclusion request process for either List 3 or 4.

Turkey’s GSP Eligibility Terminated; Steel Tariffs Reduced to 25% (From NCBFAA)

In accordance with the May 16 Presidential Proclamation, effective today, the Republic of Turkey’s designation as a beneficiary developing country has been terminated. With this move, exports from Turkey will no longer be eligible for the Generalized System of Preferences (GSP). The release also states the exemption for Turkey from application of the safeguard measures on crystalline silicon photovoltaic (CSPV) cells and large residential washers will also be removed.
In a separate Presidential Proclamation from the same day, tariffs on Turkish steel are being reduced from their current rate of 50 percent to the August 2018 rate of 25 percent. According to the proclamation, steel imports from Turkey declined by 48 percent under the higher tariff rate.
