ADD/CVD scam alert

Customs advises that several importers have received an email offering a “solution” to avoid antidumping/countervailing duties. A sample text of such a scam email follows:

Dear purchasing manager,

We have been exporting for many years from China, especially USA and Canada.  If you need this product, please tell me, so I can quote you. 

Please do not worry about the dumping duties.  This order will be operated through the intermediary trade.  We will send the goods to a third country; the forwarder will repack our goods for export with other company title from that third country.  It is a legit business.

Steel racks from China subject of new AD/CV petition (From Sandler Travis)

A petition filed June 20 alleges that steel racks and parts thereof from China, whether assembled or unassembled, are being sold at less than fair value in the U.S. market and benefiting from countervailable subsidies. The alleged average dumping margins are 131.1 percent to 145.7 percent. The Department of Commerce and the International Trade Commission will next determine whether to launch AD/CV duty and injury investigations, respectively, on this product. Ed. Note:  Please be aware that in some “extenuating” circumstances, the AD/CV duties can be applied retroactively for up to six months.

Ten Percent Tariff Proposed on $200 Billion Worth of Imports from China  (From Sandler, Travis)

The Trump administration is proposing to further escalate its efforts to address concerns with China’s policies on intellectual property protection by imposing an additional ten percent duty on 6,031 tariff lines from China with an import value of approximately $200 billion.
